To provide support to the IT Director for the Texas Children’s Health Plan in planning, directing, overseeing support operations and maintaining effective applications. This position is responsible as the Service Owner for all Health Plan applications. In the role of Service Owner, the position is expected to maintain performance within agreed upon service levels, manage and develop service, continuously improve the quality of service, and work with Leadership to implement and retire services. To provide support for the enterprise production system architecture by planning, leading, and maintaining an effective information systems network and leading the production and development activities of the system including short and long-term planning, education, training and utilization. A critical part of this role is to interface with the leadership of the Health Plan to ensure the right technologies are being leveraged to maximize business results.


Responsibilities :

  • Provides leadership, training, and develops the teams by addressing staffing, recruiting, personnel issues and operational issues


  •  Allocate appropriate personnel and resources to ensure delivery of consistent, high-quality service


  •  Oversee the daily operations of the service, ensuring compliance with policies and procedures and service agreements


  •  Develops departmental policies and procedures as they relate to the information system as necessary and reviews existing policies and procedures for accuracy


  •  Reviews work of direct reports daily for appropriateness and accuracy


  •  Provides support to Director of the Health Plan in developing and maintaining all applications and relationships to ensure service provided by department operations and with regards to customer service.


  •  Establishes departmental policies and procedures


  •  Participates in and directs strategic planning and System-wide data planning as it relates to project management and service level management


  •  Assists in the direction of the functions and operations to be performed by the Enterprise System Team


  •  Reviews and modifies the department strategic plan, developing and implementing new initiatives


  •  Information System with the department Director of the Health Plan


  •  Ensures data integrity for all Services by adhering to defined change management processes and policies


  • H.S. Diploma or GED required
  • Bachelor's Degree in computer information systems or information technology preferred
  • ITIL 3 - ITIL Version 3 Foundation Exam
  • 8 years of Enterprise Systems experience which includes five (5) years of experience in information systems selection, implementation, infrastructure operations or support Management experience
  • Knowledge of IT design and architecture, Web 2.x technologies, implementation plans development, system testing execution, test development, and system analysis techniques.
